देहरादून। उत्तराखंड सूचना आयोग में शीघ्र अपीलों व शिकायतों की सुनवाई वीडियो कांफ्रेसिंग के माध्यम से होगी। इसके अतिरिक्त आयोग की नई वेबसाइट पर अधिक विस्तृत रूप से अपील शिकायतों की सूचनायें उपलब्ध होगी। उत्तराखंड शासन ने सूचना प्रार्थना पत्र व प्रथम अपील आॅनलाइन प्राप्त करने की व्यवस्था पर भी कार्यवाही गतिमान है। यह सूचना अधिकार कार्यकर्ता श्री नदीम उद्दीन एडवोकेट के सुझावी पत्र के उत्तर में सूचना आयोग ने अवगत कराया है। सूचना अधिकार कार्यकर्ता ने उत्तराखंड में सूचना अधिकार क्रियान्वयन में सुधार के सम्बन्ध में उत्तराखंड सूचना आयोग के मुख्य सूचना आयुक्त अनिल चन्द्र पुनेठा को लिखित सुझाव दिये थे। इसके उत्तर में उत्तराखंड सूचना आयोग के उपसचिव रजा अब्बास ने अपने पत्रांक 109 से मुख्य सूचना आयुक्त के निर्देश पर सुझावों पर कार्यवाही तथा स्थििति से अवगत कराया है।
श्री नदीम को प्राप्त पत्र के अनुसार द्वितीय अपील व शिकायत की सुनवाई आडियो/वीडियो कांफ्रेसिंग के माध्यम से जारी रखने सम्बन्धी सुझाव के सम्बन्ध में अवगत कराया गया है कि कोविड के मध्य आॅडियो/वीडियो कांफ्रेसिंग के माध्यम से सुनवाई किये जाने पर कनैक्टिविटी और आवाज साफ न आने की परेशानी के दृष्टिगत कोविड से पूर्व सुनवाई हेतु अपनाई जा रही व्यवस्था को पुनः लागू किया गया है। पक्षकारों की सुविधा के दृष्टिगत प्रत्येक जनपद के विकास भवन में वी0सी0 के माध्यम से पक्ष रखे जाने हेतु वी0सी0 सेट स्थापित किये जाने के प्रयास किये जा रहे हैं। इस हेतु उत्तराखंड शासन को प्रस्ताव प्रेषित किया जा चुका है।
आयोग की वेबसाइट सुचारू रूप से चलाने के श्री नदीम के सुझाव के सम्बन्ध में अवगत कराया गया है कि आयोग की वेबसाइट को अब आई.टी.डी.ए. द्वारा स्थापित स्टेट डाॅटा सेन्टर के माध्यम से संचालित किया जा रहा है जिसका यू.आर.एल. नपबण्नाण्हवअण्पद है। नई वेबसाइट में पूर्व की अपेक्षा अब और अधिक विस्तृत रूप से अपीलो/शिकायतों की सूचना अवलोकन/प्रिंट हेतु उपलब्ध करायी जा रही है। वेबसाइट को सुचारू रूप से चलाया जा सके इस हेतु आवश्यक कार्यवाही की जा रही है।
प्रार्थना पत्र व प्रथम अपील आॅन लाइन प्राप्त किये जाने हेतु आॅन लाइन पोर्टल तैयार किये जाने हेतु शासन को पत्र प्रेषित किया गया है। इस सम्बन्ध में शासन द्वारा संैद्धंातिक स्वीकृति प्रदान की गयी है कार्यवाही गतिमान है।
आयोग की वार्षिक रिपोर्ट विधान सभा के समक्ष समय से रखे जाने के सुझाव के सम्बन्ध में अवगत कराया गया है कि आयोग की वार्षिक रिपोर्ट विधानसभा के समक्ष रखे जाने हेतु शासन को प्रेषित कर दी गयी है। शासन स्तर से विधानसभा के पटल पर रखे जाने हेतु अग्रेतर कार्यवाही किया जाना है।
द्वितीय अपील और शिकायत की सुनवाई का नोटिस समय से प्राप्त हो सके और इसका स्टेटस भी इलैक्ट्रानिक माध्यम से ज्ञात हो सके, के सुझाव पर अवगत कराया है कि इस पर वर्तमान में प्रभावी कार्यवाही की जा रही है। द्वितीय अपील और शिकायत के आदेशों का अनुपालन न होने पर प्राप्त शिकायतों की सुनवाई की तिथि यथाशीघ्र नियत किये जाने हेतु श्री नदीम द्वारा दिये गये सुझाव के क्रम में आयोग के द्वारा इसका अनुपालन किये जाने हेतु निर्देशित किया गया है जिसका अनुपालन कार्यालय द्वारा किया जा रहा है। धारा 4 का अनुपालन सुनिश्चित किये जाने तथा विभागीय अपीलीय अधिकारियों द्वारा अधिनियम के प्रावधानों के तहत ही अपील का निस्तारण किये जाने हेतु आवश्यक निर्देश जारी किये गये है।
